Rich chairman, money to burn, average league, buy some quality players and try to conquer Ukraine and Europe, no pun intended.

No surprise PSG is here, surprisingly they're not at a higher position, but world class players and near 40 million pounds to spend on future transfers will not bring you any headache. Yet another club from London has managed to come in the top 3 of our list. With a wealthy budget of 50 million pounds and great league rep and club rep, there should be no problem to transfer any player you might desire. Play with the Blues if you're a beginner at the game.
