This list will give you an idea of some of the clubs with the biggest transfer budgets at the start of Football Manager 2023.
1. Real Madrid- Spain - £103.4m
The Spanish champions won their 14th European Cup/Champions League title last season and have a great squad. Having sold 30-year-old Casemiro for £70m and having removed ageing players like Gareth Bale, Marcelo, and Isco from the wage bill, Real Madrid have a lot of money to spend. Although they missed out on their main summer target, Kylian Mbappé, Real Madrid have the money and fame to sign almost any player in the world.
2. Manchester City - England - £102m
This summer, Manchester City signed Erling Haaland, probably the world’s best striker, to add to a side already littered with immense talent like Kevin de Bruyne, Bernardo Silva, and Phil Foden. As is becoming a regular occurrence, City won the Premier League again last season. But the Champions League trophy still escapes their grasp. Can you bring it to the Etihad?
3. Brighton and Hove Albion - England - £70m
Sticking in England, a surprising side with a massive transfer budget is Brighton. This summer, the Seagulls sold Yves Bissouma, Neal Maupay, and Marc Cucurella for a combined £100m. Therefore Brighton’s transfer war chest is significant. Use the money wisely and take Brighton into Europe for the first time.

4. Paris Saint Germain - France - £69m
Not only do PSG have Messi, Mbappe and Neymar, but they also have a hefty £69m transfer budget. Like Manchester City, PSG’s owners crave the Champions League and are desperate to finally win it. Surely you can take the Parisiens to their destiny.
5. Newcastle United - England - £40m
Last season, Newcastle United were bought out by Saudi Arabian owners and overnight became the world’s richest football club. Since then, the Toon looked to have spent extremely well in the transfer market. Bruno Guimaraes, Alexander Isak and Sven Botman are just a few of the names that have come to St James’ Park. Now Newcastle are already fighting for Europe, but the long-term ambition is even bigger.
6. Ajax - Netherlands - £30.2m
As they often do, Ajax sold off yet more of their youth products for a huge profit this summer. Around £200m was brought into the club, mainly with the sales of Antony and Lisandro Martinez to Manchester United. Can you bring success back to Amsterdam using the club’s incredible youth facilities and a good transfer budget?
7. Tottenham Hotspur - England £26.4m
Tottenham have a side that should be fighting at the upper reaches of the Premier League. Their strike force of Harry Kane, Son and a new £60m man Richarlison is better than most in the world. Now, established in their brand new stadium and with an improving squad, Spurs are a very fun team to manage. A decent transfer budget should help you to challenge Manchester City and the rest.
