It might come as a bit of a surprise to see a team from Russian Premier League to top our list, but many clubs from Russian league have a good amount of money reserved for transfers.
You might not attract high profile signings, due to slight lower reputation of the club and the league, but it will give you freedom in the transfer field. Their sugar daddy is an underwriter so expect no more than the starting transfer budget.
2. Shakhtar - Transfer Budget £40.000.000
Yet another club from Eastern Europe is surprisingly high on this list. This time an Ukrainian champion Shakhtar from Donetsk.
Let us not forget that they have super rich owner who is their sugar daddy that is always ready to throw money to the club, and will probably increase starting finances, so the transfer budget will probably even be higher than this.
3. Paris Saint-Germain - Transfer Budget £38.034.380
Oil rich club from France Ligue 1, PSG is third on our list with healthy starting transfer budget and one of the best starting teams in the game. Same as Shakthar’s owner, they have a foreground sugar daddy that will install even more money into the club’s transfer budget, so expect some serious cash to spend on transfers at Paris Saint-Germain.

Arsenal has came in fourth place on our list, but due to their higher club and league reputation, you can expect more high profile players being interested into the transfer.

A club with great history, but now mostly known by it’s great wealth from it’s owner and their foreground sugar daddy. Monaco is a tax oasis, so anything you offer as a wage to the player is not deducted by the tax.

Second team from Manchester on our list. With a lower reputation than their fierce rivals UTD, but with almost same starting transfer budget.
Also, let us not forget that they have foreground sugar daddy, so expect some serious cash thrown your way once you empty your starting budget.

German champion and European Champions League winners from previous season, FC Bayern is for sure a team with the best players in FM14 and one with the best transfer budget at their disposal.
There is no sugar daddy at Bayern, so if you’d like more money in your piggy bank you’ll have to sell on of your players. Fortunately for Bavarian team, they have top level players even in their reserve squad.
9. Metalist - Transfer Budget £22.580.646
On our 9th spot comes in the biggest surprise of the list. Ukrainian Premier League club from Kharkiv, Metalist. There is no sugar daddy at the club, but heir overall balance is somewhere near £45M, so expect more money thrown at you in the future.
This could be an interesting Football Manager challenge, battling for the Ukrainian title against Shakhtar and European title in UEFA League.
10. Barcelona - Transfer Budget £20.285.004
Club with the highest reputation on the list and coming from one of the best leagues in the world is an eye candy for all world class players in the world, except the ones from Real Madrid, El Clásico, remember?
Unfortunately you wont get more than the starting budget, but on the other hand, you can always sell Messi for £250M.
